Our Finance, Property and Procurement department is one of the council's most important support services as it helps ensure that we put together a well-planned budget, purchase value for money goods and services, and manage our assets well.

The Finance team is responsible for our day-to-day accountancy services as well as the collection of council tax, management of our capital budget and supporting applications for certain benefits.

The Property team manages the council's vast collection of assets, ensuring that our public buildings are efficient and safe, whilst the Procurement team works to secure the best price and quality for the items and services the council buys in. Finance Reporting and Property

The Financial Reporting & Property area is made up of five teams:

Insurance look after the insurance arrangements for the Council and claims made against it.

There is a system support team who help to ensure that the Councils finance system is operating effectively.

Capital & Treasury cover work around the investment of surplus funds and the monitoring and reporting of the Councils Capital Programme. Capital work is money that the Council invests improving is assets - such as offices, roads, leisure centres and schools.

The part of the team under the Senior Financial Controller covers the Councils external financial reporting. This includes Central Government returns and compilation and audit of the Statement of Accounts. Accounts Payable and Receivable are managed within this team too.

The property team effectively manage the council's operational and non-operational property holdings and provide advice on estates management issues. Acting within established Council procedures and delegated authority on property management matters, including liaison with a range of stakeholders both inside and outside the Council.

 

Financial Management

The Financial Management team undertakes financial planning, budgetary control and accountancy advice. This covers key accounting functions such as budget build, budget monitoring and final accounts closedown for service areas. The team work closely with budget managers to provide a key link between services and finance, ensuring budget managers have the information to understand and manage their budgets.

The team also provides a financial management support services to West Berkshire schools, which includes providing timely, complete and relevant advice, guidance and funding information to enable schools to meet the challenges of a rapidly changing environment.

 

Revenues and Benefits

The Revenue and Benefit Service is a highly motivated and successful team committed to achieving the highest collection rates, lowest processing times and best customer experience for residents and businesses across the district.

The team manages collection rates and accurately processes claims for housing benefit, discounts and exemptions whilst providing excellent customer service. 

 

Procurement and Commissioning

We advise all council departments on procurement contracts, ensuring legal compliance and value for money whilst reducing risk and ensuring high performing provision of services, that are tailored to our community's needs. We lead on sourcing and category management whilst managing our extensive supply chain.
